Background
杭州第19届亚运会的成功举办，推动杭州站在了新的历史起点上，作为亚运核心的杭州高新区（滨江）开放水平不断拓展，“国际滨”美誉度取得进一步提升。设计区域位于杭州奥体中心西侧，与钱塘江北岸的钱江新城核心区隔江相望，是临江最具价值的区块，是实现城市能级跨越的战略支点，也是高新（滨江）人“走在前列、勇当先锋，引领时代”精神的在地体现。为建设世界领先高科技园区，争创社会主义现代化先行示范区，现向全球公开征集具有国际化视野、前瞻性思维、创新型设计的建筑概念设计方案，指导片区高质量建设。

（一）设计范围
1、研究范围：东至金鸡路，南至江南大道，西至江晖路，北至钱塘江堤岸。
2、协调设计范围：东至飞虹路，南至滨盛路，西至西兴路，北至钱塘江堤岸，设计用地面积约77公顷。
3、重点建筑设计范围：北至闻涛路，南至滨盛路，西至在建奥体中学，东至飞虹路，设计用地面积约37.5公顷。
（1）Designscope
1.Researchscope:TotheeastofJinjiRoad,tothesouthofJiangnanAvenue,tothewestofJianghuiRoad,andtothenorthoftheQiantangRiverembankment.
2.Coordinateddesignscope:easttoFeihongRoad,southtoBinshengRoad,westtoXixingRoad,northtoQiantangRiverembankment,withadesignedlandareaofapproximately77hectares.

（二）设计要求
一是进一步定位该区域业态及在钱塘江南岸所承担的功能；二是在现有规划成果基础上进行深化设计，对区域空间形态、交通组织、整体景观等内容提出优化方案；三是对重点建筑设计范围的建筑和公共空间进行深化设计，重点建筑设计范围总开发容量约为66万平方米（不含地下空间）。
（2）Designrequirements
Firstly,furtherpositioningtheregionalbusinessformatanditsfunctionsonthesouthbankoftheQiantangRiver;Thesecondistodeepenthedesignbasedonexistingplanningachievements,andproposeoptimizationplansforregionalspatialform,trafficorganization,overalllandscape,andothercontents;Thethirdistodeepenthedesignofbuildingsandpublicspaceswithinthescopeofkeybuildingdesign,withatotaldevelopmentcapacityofapproximately，squaremeters(excludingundergroundspace).

CompetitionRules
本次方案国际征集分为“资格预审、方案评审、方案深化”三个阶段。
第一阶段：资格预审
应征机构根据要求提交相应材料。征集主办单位组建资格预审委员会，对报名的设计机构的综合实力、主创及团队的业绩和经验等进行综合评审，从中择优选取5家无排序的入围设计机构进入第二阶段。同时，评选出2家备选设计机构（须排序），如有入围设计机构退出，则由备选设计机构依序替补。
第二阶段：方案评审
征集主办单位组织入围设计机构进行一次中期汇报，对设计方向进行把控，并解答疑问。
入围设计机构按相关规定及任务书要求提交设计成果文件。
征集主办单位组建方案评审专家委员会对5家入围设计机构提交的成果进行评审，推荐优胜单位1家，并对每个方案出具书面评审意见，上报杭州市高新区（滨江）规划委员会审议和确定优胜单位。
第三阶段：方案深化
优胜单位作为后续工作的技术咨询和顾问单位，负责成果整合并深化概念方案。深化工作至少包括以下内容：1、根据专家及主办单位意见，整合其他设计单位的设计优点，形成深化方案成果。2、提供可以指导控规完善土地出让规划设计条件的设计成果，具体事宜根据后续工作安排进行协商。
